Key points

  • From 1 July 2026, providers of supported independent living (SIL) and digital platform providers that connect participants with workers must be registered with the NDIS Quality and Safeguards Commission.
  • Providers already operating had a three-month transition and needed to have applied by 1 October 2026.
  • Two new registration groups were created: 0137 (platform providers) and 0138 (SIL).
  • New SIL Practice Standards also took effect on 1 July 2026, with shorter notification windows for provider changes.
  • Mandatory registration for support coordination has been paused because support coordination will become a commissioned service from 1 July 2028.

The 2024 Provider and Worker Registration Taskforce recommended a graduated registration model. The first step is now law. Senator Jenny McAllister announced in December 2025 that SIL and platform providers would be the first groups required to register, and the Commission has spent 2026 preparing the sector.

Why SIL and platforms first

SIL involves support in a person's home, often around the clock, for people with high support needs. Platform providers (apps and websites that match participants with independent workers) have grown quickly and sat largely outside the registration system. Both were identified by the Disability Royal Commission and the NDIS Review as areas where the risk of harm, and the difficulty of oversight, were highest.

What registration requires

Registered providers must meet the NDIS Practice Standards, be audited by an approved quality auditor, screen their workers through the NDIS Worker Screening Check, have a complaints and incident management system, and comply with behaviour support and restrictive practice rules. For SIL, a new supplementary module sets standards specific to shared living: tenancy, choice of housemates, money handling, and 24-hour rostering.

Platform providers now have conditions requiring them to verify worker screening, report incidents and give participants clear information about who is responsible when something goes wrong.

What to check if you use these services

  1. Search the NDIS Provider Register on the Commission's website. SIL providers should show registration group 0138; platforms 0137.
  2. If your provider says it has applied but is not yet listed, ask for its application reference. Providers that applied before 1 October can continue operating while the Commission processes applications.
  3. Check that every worker who supports you holds a current NDIS Worker Screening Check. The first five-year clearances issued in February 2021 are now expiring and must be renewed with no grace period.
  4. Agency-managed participants can only use registered providers. Plan-managed and self-managed participants can use unregistered providers for most supports, but not for SIL or platform services from 1 July 2026.

Support coordination: paused, not cancelled

The Commission's mandatory registration page confirms that registration for support coordination (group 0106) is on hold. The reason is structural: from 1 July 2028 the NDIA will commission support coordination organisations by region, and funding will leave participant plans. Until then, support coordinators can continue to operate as now. If you want extra assurance, you can still choose a registered support coordinator.

Nurture and Care Solutions is a registered NDIS provider

We have been registered since we began and are audited against the NDIS Practice Standards. Every worker holds a current NDIS Worker Screening Check and Working With Children Check. If you would like a copy of our certificate of registration, ask our team.

What may come next

A parliamentary inquiry into NDIS integrity reported on 2 July 2026 with 12 recommendations, including a worker registration scheme, bans on providers struck off in other sectors, and stronger conflict-of-interest rules. None of these are law yet. The Commission has also flagged that home and living supports more broadly will be commissioned, with consultation that began in July 2026.
